[ EXECUTIVE ORDER NO. 116, May 19, 2026 ]
INCREASING THE MINIMUM ACCESS VOLUME (MAV) FOR PORK MEAT UNDER REPUBLIC ACT NO. 8178 OR THE AGRICULTURAL TARIFFICATION ACT, AS AMENDED
WHEREAS, Republic Act (RA) No. 8178 or the Agricultural Tariffication Act, as amended, authorizes the President, in cases of supply shortages or abnormal price increases, to propose adjustments to the MAV to Congress, which shall be deemed approved if not acted upon within fifteen (15) days from receipt;
WHEREAS, the continued spread of African Swine Fever has significantly reduced the national swine inventory resulting in substantial supply shortfall and persistently elevated pork prices, thereby increasing food costs and adversely affecting consumers;
WHEREAS, the MAV Management Committee (MMC) has recommended the increase in the MAV for pork by 150,000 metric tons (MT) annually for a period of two (2) years to address prevailing supply constraints and price pressures, in order to ensure the continued availability and affordability of pork and processed meat products and mitigate further inflationary pressures on basic commodities;
WHEREAS, Executive Order No. 110 (s. 2026) declares a state of national energy emergency and directs a whole-of-government approach to safeguard economic stability and mitigate price increases in essential goods, including mandating the Department of Agriculture to ensure the adequate supply and availability of food products at the lowest possible cost;
WHEREAS, consistent with the foregoing, the President submitted to Congress a proposal to increase the MAC for pork meat to augment supply, reduce retail prices, and stabilize inflation;
WHEREAS, Congress has not acted on the proposal within the period prescribed under RA No. 8178;
WHEREAS, there is an urgent need to address the existing supply gap in pork, ensure adequate and affordable food for consumers, and mitigate inflationary pressures;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in by law and the Constitution, do hereby order:
Section 1. Increase in the MAV for Pork. The MAV of pork meat for MAV Year 2026 is increased from 54,210 MT to 204,210 MT.ℒαwρhi৷
Section 2. Allocation of MAV to Importers. The MMC is hereby directed to ensure that the allocation of the volume importation is fair and is in accordance with the following: 30,000 MT for processors, and 120,000 MT for the Food Terminal Inc. or the KADIWA ng Pangulo Program.
Section 3. Guidelines. The MMC is hereby directed to formulate and issue the implementation guidelines, within thirty (30) days from the effectivity of this Order. The guidelines shall ensure that the allocations intended for the Food Terminal Inc. and the KADIWA ng Pangulo Program are efficiently utilized and implemented in a manner consistent with the objectives of the MAV Plus mechanism particularly in augmenting domestic supply, stabilizing market prices, and promoting consumer welfare.
Section 4. Effectivity. This Order shall take effect immediately upon its publication in the Official Gazette or a newspaper of general circulation.
