[ REPUBLIC ACT NO. 582, September 18, 1950 ]

AN ACT AUTHORIZING THE PRESIDENT OF THE PHILIPPINES TO MAKE DISBURSEMENTS FROM THE "SUGAR ADJUSTMENT AND STABILIZATION FUND" CREATED BY COMMONWEALTH ACT NUMBERED FIVE HUNDRED AND SIXTY-SEVEN FOR THE ESTABLISHMENT AND OPERATION OF SUGAR EXPERIMENT STATIONS AND THE UNDERTAKING OF RESEARCHES WITH A VIEW TO ADJUSTING AND STABILIZING THE SUGAR INDUSTRY.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. The President of the Philippines is hereby authorized to make disbursements from the "Sugar Adjustment and Stabilization Fund" created by Commonwealth Act Numbered Five hundred and sixty-seven for (1) the establishment and operation of sugar experiment stations and the undertaking of researches (a) to increase the recoveries of the centrifugal sugar factories with the view of reducing manufacturing costs, (b) to produce and propagate higher yielding varieties of sugar cane more adaptable to different district conditions in the Philippines, (c) to lower the cost of raising sugar cane, (d) to improve the burning quality of denatured alcohol from molasses for motor fuel, (e) to determine the possibility of utilizing the other by-products of the industry, (f) to determine what crop or crops are suitable for rotation and for the utilization of excess cane lands, and (g) on other problems the solution of which would help rehabilitate and stabilize the industry; (2) the undertaking of an economic survey of the component elements thereof-the mill, landowner, and planter, to determine their present conditions, and (3) the improvement of living and working conditions in sugar mills and sugar plantations, authorizing him to designate the Sugar Rehabilitation and Readjustment Commission to take charge of the expenditure and allocation of said funds to carry out the purposes hereinbefore enumerated, and, likewise, authorizing the disbursement from the fund herein created of the necessary amount or amounts needed for salaries, wages, traveling expenses, equipment, and other sundry expenses of said Sugar Rehabilitation and Readjustment Commission.

Section 2. This Act shall take effect upon its approval.
