PRESIDENTIAL DECREE No. 1831

GRANTING PHILIPPINE CITIZENSHIP TO THE SPOUSES CHIA CHANG CHIEK, HEREINAFTER TO BE KNOWN AS MR. JOHN TAN SIA SENG, AND CHAN SIOE ING, HEREINAFTER TO BE KNOWN AS MRS. SANDRA TAN SIA SENG, TO THE SPOUSES MR. LEANDRO VASQUEZ AND MRS. ANDREA VASQUEZ, AND TO MR. EDUARDO J. SORIANO

WHEREAS, the spouses Chia Chang Chiek, hereinafter to be known as Mr. John Tan Sia Seng, and Chan Sioe Ing, hereinafter to be known as Mrs. Sandra Tan Sia Seng, are specialists in Chinese medicine and therapy and in Acupuncture, who have unselfishly devoted their time and skills to cure indigent Filipinos;

WHEREAS, the aforesaid spouses have decided to make this country their permanent home to which they shall own and pledge allegiance and loyalty;

WHEREAS, Mr. Leandro Vasquez, of Cuban ancestry and married to Andrea Vasquez, came to the Philippines in 1962 on a pre-arranged employment visa and was admitted as permanent resident in the Philippines on January 9, 1972;

WHEREAS, Mr. Leandro Vasquez, who served as Vice President and General Manager of Clavarria Philippines Co., Inc., from 1962 to 1965 and also worked with the Czarmikow-Rionda (Phil.) Inc., from 1965 to 1977, has been employed with the Philippine Sugar Commission since 1977, and has made significant contributions to the country's efforts to improve the sugar industry;

WHEREAS, the continued stay in the Philippines of Leandro Vasquez and his wife, Andrea Vasquez, both of whom have signified their desire to become citizens of the Philippines, will undoubtedly benefit our sugar industry in general;

WHEREAS, Mr. Eduardo J. Soriano, who is Assistant Vice President, Agri-Business Group, of the San Miguel Corporation, has made invaluable contributions to the government's food production program, particularly in terms of research and studies relative to shrimp production, technology and processing, and is a well-known civic leader in the country;

WHEREAS, Mr. Eduardo J. Soriano has been the recipient of letters of commendation and support from both government and private agencies and organizations, including the Ministry of Agriculture and the organizing committees of the 1979-1980 Outstanding Policemen of the Philippines and the 1979-1980 National Guro Awards for projects of great social and economic importance that he has initiated;

WHEREAS, it will be for the benefit of our people if Mr. Eduardo J. Soriano, who has signified his desire to acquire Philippine citizenship, will be granted such citizenship;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:

Section 1. The spouses Mr. John Tan Sia Seng and Mrs. Sandra Tan Sia Seng are hereby granted Philippine citizenship with all the rights, privileges and prerogatives appurtenant thereto.

Section 2. The spouses Mr. Leandro Vasquez and Mrs. Andrea Vasquez are hereby granted Philippine citizenship with all the rights, privileges and prerogatives appurtenant thereto.

Section 3. Mr. Eduardo J. Soriano is hereby granted Philippine citizenship with all the rights, privileges and prerogatives appurtenant thereto.

Section 4. This decree shall take effect immediately.

Done in the City of Manila, this 16th day of January, in the year of Our Lord, nineteen hundred and eighty-one.
