PRESIDENTIAL DECREE No. 427 April 1, 1974

AMENDING PRESIDENTIAL DECREE NO. 337 BY INCLUDING CIVILIAN PERSONNEL OF THE NATIONAL INTELLIGENCE AND SECURITY AUTHORITY AND THE CIVIL INTELLIGENCE AND SECURITY AGENCY AMONG THOSE WHO SHALL BE GRANTED LONGEVITY PAY

WHEREAS, Presidential Decree No. 337 grants longevity pay to civilian investigation agents of the Criminal Investigation Service, Philippine Constabulary, and to civilian intelligence agents of the intelligence services/units of the Armed Forces of the Philippines;

WHEREAS, the civilian intelligence personnel of the National Intelligence and Security Authority and the Civil Intelligence and Security Agency have also participated and played an important role in the suppression of criminality and other forms of lawlessness related to subversion, insurrection and rebellion and in the identification, detection, and arrest of leaders and hard core members of the communist organizations/movements;

WHEREAS, the civilian intelligence personnel of the National Intelligence and Security Authority and the Civil Intelligence and Security Agency are exposed to the same dangers as their counterparts in the Armed Forces of the Philippines in the performance of hazardous mission;

WHEREAS, it is also imperative to raise the efficiency and morale of the civilian intelligence personnel of the National Intelligence and Security Authority and Civil Intelligence and Security Agency in consonance with the policy of the government to inculcate professionalism in the service;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Orders No. 1, dated September 22, 1972, do hereby order and decree that henceforth:

1. Civilian intelligence personnel of the National Intelligence and Security Authority and Civil Intelligence and Security Agency, whose powers and duties are defined in Presidential Decree No. 51 and Letters of Implementation Nos. 52A, 52B and 52C shall receive, in addition to their basic monthly salary, longevity pay equivalent to ten per centum of their latest salary for every five years of continuous service with government intelligence services and agencies, including the defunct National Intelligence Coordinating Agency: Provided, That the longevity pay as computed shall not exceed fifty per centum of their basic salary.

2. Such sums as may be necessary to implement this Decree is hereby appropriated out of the savings of the National Intelligence and Security Authority and Civil Intelligence and Security Agency, as the case may be. Thereafter, the sum necessary for the purpose shall be included in the General Appropriations Act.

This Decree shall take effect immediately.
