BY THE GOVERNOR-GENERAL OF THE PHILIPPINE ISLANDS‑
A PROCLAMATION.

No. 8

Whereas His Excellency Francis Burton Harrison, Governor-General of the Philippine Islands, is due to arrive at Manila on October sixth, nineteen hundred and thirteen; and

Whereas an opportunity should be accorded the public in general and the Government officials and employees to partake in the ceremonies incident to his arrival; and

Whereas the banking houses have agreed that negotiable papers which would be payable on the sixth of October, nineteen hundred and thirteen, if the same were not a holiday, shall not be protested until sunset of October seventh, nineteen hundred and thirteen, and that they will receive moneys from the business community on said sixth day of October for safe-keeping, providing that such moneys shall not be taken up on the banks’ accounts until the seventh day of October:

Now, therefore, I, Newton W. Gilbert, Acting Governor-General of the Philippine Islands, by virtue of the authority in me vested by Act Numbered Eighteen hundred and eighteen, as amended, there being in my judgment sufficient reasons therefor, do hereby proclaim Monday, October sixth, nineteen hundred and thirteen, as a public holiday.

In witness whereof, I have hereunto set my hand and caused the seal of the Government of the Philippine Islands to be affixed.
