[ PROCLAMATION NO. 272, June 26, 2023 ]
DECLARING SEPTEMBER 2023 AS THE NATIONAL AGRICULTURE AND FISHERIES CENSUS MONTH
WHEREAS, Executive Order No. 362 (s. 1996( mandates that the Census of Agriculture and Fisheries (CAF) shall be conducted every ten (10) years, and designates statistical activities that will generate critical data for decision-making of the government and the private sector, and directs the maintenance/processing of administrative-based records on a regular basis to allow for monitoring time series analysis and forecasting by policy-makers;
WHEREAS, Section 6 of Republic Act No. 10625 or the "Philippine Statistical Act of 2013" mandated the Philippine Statistics Authority (PSA) to prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy;
WHEREAS, the 2022 CAF will be conducted in September 2023, with 01 January to 31 December 2022 as census reference period;
WHEREAS, the 2022 CAF aims to come up with data on agricultural and fisheries structures which provide sampling frame for other statistical undertaking, and basic data for use in national and local development planning; and
WHEREAS, recognizing the increasing importance of census data in meeting data needs at the lowest geographic level, the usual assistance provided to the PSA, as in previous censuses, will be instrumental to the success of the 2022 CAF;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare September 2023 as the "National Agriculture and Fisheries Census Month."
For this purpose the PSA, under the National Economic and Development Authority, shall lead the observance of the National Agriculture and Fisheries Census Month.£A⩊phi£
All other agencies and instrumentalities of the National Government, including government-owned or- controlled corporations and state universities and colleges, are hereby directed, and all local government units, non-government organizations, professional associations, and the private sector, are hereby encouraged to actively participate and render the necessary support and assistance to the PSA for the effective implementation of this Proclamation.
Covered persons and entities, including but not limited to individual citizens and residents, government and private entities duly established and authorized to conduct business in the Philippines, such as stock or non-stock corporations, partnerships and cooperatives, among others, are hereby enjoined to cooperate with the PSA and its census enumerators in the conduct of the census, by providing truthful and complete information in response to census questions, subject to applicable laws, rules and regulations.
