[ Proclamation No. 522, January 9, 1995 ]

DECLARING JANUARY 1, 1995, TO DECEMBER 31, 2005 AS PHILIPPINE ENVIRONMENT DECADE

WHEREAS, environmental conservation through sustainable development has taken the forefront in the long-term socio-economic and political agenda of the United Nations as articulated in AGENDA 21 and the Rio Declaration;

WHEREAS, the nations of Southeast Asia have individually adopted sustainable development as their development strategy, and have likewise jointly pursued the promotion of this strategy through the Association of Southeast Asian Nations (ASEAN);

WHEREAS, to further promote sustainable development, the ASEAN Ministers of the Environment have proclaimed calendar year 1995 as ASEAN Environment Year during their recent meeting in Bandar Seri Begawan, Brunei Darussalam;

WHEREAS, the Philippines, by virtue of its Chairmanship, through the Department of Environment and Natural Resources (DENR), of the ASEAN Senior Officials for the Environment (ASOEN) has been tasked with taking the lead in promoting the ASEAN environment agenda, including the ASEAN Environment Year;

WHEREAS, there is a need to raise environment consciousness especially among Filipino youth;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order:

Section 1. The decade 1995-2005 is hereby proclaimed in the Philippines as Philippine Environment Decade.1aшphi1

Section 2. Calendar Year 1995 is also hereby proclaimed Philippines – ASEAN Environment Year (PAEY) in consonance with the ASEAN Environment Year celebration.

Section 3. The Department of Environment and Natural Resources (DENR) is hereby directed to act as the coordinating agency for all local activities concerning the decade and PAEY.

The DENR, in coordination with the ASEAN Desk of the Department of Foreign Affairs shall also act as coordinator for PAEY activities of the Philippines with other member nations of ASEAN, by virtue of its chairmanship of ASOEN.

The DENR is further directed to promote PAEY activities in other government offices and agencies and encourage the participation of non-governmental organizations and other private groups in PAEY.

Section 3. All other government offices, agencies and corporations shall actively participate in PAEY activities where appropriate for their respective institutions and mandates. DENR and all government offices, agencies and corporations shall also include the PAEY logo in all publications and notices for local and international release for the duration of PAEY, as well as prominently display the PAEY logo in their premises as well as in events undertaken by such institutions.
