[ Proclamation No. 487, November 13, 1989 ]

DECLARING THE PERIOD FROM 1990 TO 2000 AS THE DECADE OF PEACE

WHEREAS, Article II, Section 5 of the Constitution declares, that:

“The maintenance of peace and order, the protection of life, liberty and property, and the promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy”;

WHEREAS, there is a need to emphasize the Constitutional principle by declaring the Decade from 1990 to 2000 as the Decade of Peace, so “[e]ssential for the enjoyment by all the people of the blessings of democracy”;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from 1990 to 2000 as the Decade of Peace.

I call upon all citizens and residents of the Philippines, regardless of race or creed, to dedicate themselves to the common cause of peace, and to prepare our country for the challenges of the Decade.1aшphi1
