[ Proclamation No. 479, October 12, 1989 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS OF REGIONS III, IV, V AND ALL CITIES AND MUNICIPALITIES OF THE NATIONAL CAPITAL REGION

WHEREAS, tropical storm “Saling” inflicted a heavy toll on human lives and damage to infrastructures, such as roads, bridges, flood control and public building, in certain areas of Regions III, IV, V and all municipalities in the National Capital Region according to initial report of the National Disaster Coordinating Council;

WHEREAS, a state of public calamity exists in the aforesaid areas arising from the effects of typhoon “Saling”;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of public calamity exists in the following areas:

Region III Region IV Region V
Bataan Cavite Albay
Pampanga Batangas Masbate
Bulacan Laguna Sorsogon
Zambales Marinduque Legaspi City
Angeles City Quezon
Olongapo City Cavite City
Tagaytay City
San Pablo City
Batangas City
Lucena City
National Capital Region
All cities and municipalities

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.1aшphi1
