[ Proclamation No. 472, October 2, 1989 ]

DECLARING THE SECOND WEEK OF OCTOBER 1989 AND EVERY YEAR THEREAFTER AS “MORAL GUIDANCE WEEK FOR PUBLIC SERVANTS”

WHEREAS, Art. XI, Section 1 of the Constitution provides, that “Public office is a public trust. Public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives”;

WHEREAS, Republic Act No. 6713, known as the “Code of Conduct and Ethical Standards for Public Officials and Employees” declares it to be the policy of the State “[t]o promote a high standard of ethics in public service” and continues, that: “Public officials and employees shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest” (Section 2);

WHEREAS, Section 4 of the Act sets forth certain norms of conduct of public officials and employees in the discharge and execution of official duties;

WHEREAS, there is a need to emphasize the norms of conduct expected of public officials;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the second week of October 1989 and every year thereafter as “Moral Guidance Week for Public Servants” under the auspices of the National Social Action Council.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
