[ Proclamation No. 464, September 13, 1989 ]
DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS OF THE CORDILLERA ADMINISTRATIVE REGION, REGION I AND REGION III
WHEREAS, typhoon “Openg” which hit the northern portion of our country from September 8 to 12, 1989, affected as sizeable number of our people and caused substantial destruction to agricultural crops and infrastructures;
WHEREAS, based on Reports obtained by the National Disaster Coordinating Council through the Office of Civil Defense, the worst hit in terms of population affected are the provinces of Benguet, Kalinga-Apayao and Abra in the Cordillera Administrative Region; Ilocos Norte and Ilocos Sur in Region I and Bulacan in Region III;
WHEREAS, a state of public calamity exists in the aforesaid areas arising from the effects of typhoon “Openg”;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of public calamity exists in the following areas:
Cordillera Administrative Region
Benguet, Baguio City, Kalinga-Apayao, Abra
Region I
Ilocos Sur
Ilocos Norte
Region III
Bulacan
All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.1aшphi1
