[ Proclamation No. 460, September 1, 1989 ]

AUTHORIZING THE NATIONAL HISTORICAL INSTITUTE IN CONSONANCE WITH THE ELPIDIO QUIRINO CENTENNIAL YEAR TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE YEAR

WHEREAS, the year 1990 marks the birth centenary of the late Elpidio Quirino, the second President of the Republic of the Philippines and one of the foremost leaders and statement of our people;

WHEREAS, Proclamation No. 449, dated September 1, 1989, declared the year 1990 as Elpidio Quirino Centennial Year in consonance with the decade on Filipino Nationalism and designated the National Historical Institute to take charge of the celebration; and

WHEREAS, the National Historical Institute needs public support to enable it to discharge its functions relative to the centenary celebration;

NOW, THEREFORE, I, CORAZON C. AQUINO President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the National Historical Institute to conduct a national fund campaign for a period of one year effective upon the promulgation of this Proclamation.

Contribution or gifts actually paid or made within the taxable year to the institute shall be governed by the provisions of Section 30, par. (h), of the National Internal Revenue Code as amended by Executive Order No. 37, dated July 31, 1986, and renumbered as Section 29, under Executive Order No. 273, dated July 25, 1987.
