[ Proclamation No. 447, August 15, 1989 ]

DECLARING DECEMBER 21 AS THE ANNIVERSARY OF THE ARMED FORCES OF THE PHILIPPINES AND MARCH 22 AS THE ANNIVERSARY OF THE PHILIPPINE ARMY.

WHEREAS, Presidential Proclamation No. 2325, dated December 14, 1983, declared March 22 as the anniversary of the Armed Forces of the Philippines;

WHEREAS, March 22 was previously observed by the Philippine Army, one of the Major Services of the Armed Forces of the Philippines, as the Philippine Army Day for the celebration and commemoration of the establishment of the revolutionary government and its army on March 22, 1897, at Barrio Tejeros, San Francisco de Malabon, Cavite Province;

WHEREAS, the Armed Forces of the Philippines used to celebrate its anniversary every December 21, which was the date in 1935 when Commonwealth Act No. 1, otherwise known as the National Defense Act, was approved and which formalized the organization of the Armed Forces of the Philippines and its Major Services thus providing the legal framework for the national defense program; and

WHEREAS, since the declaration of March 22 as the anniversary of the Armed Forces of the Philippines has no historical basis, there is a need to reorient the respective anniversary dates of the Armed Forces of the Philippines and the Philippine Army so that celebration of these anniversaries may be rationalized with historical basis;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Proclamation No. 2325, by declaring:

Section 1. That December 21 be observed as the anniversary of the Armed Forces of the Philippines.

Section 2. That March 22 be observed as the anniversary of the Philippine Army, a major branch of the Armed Forces of the Philippines.1aшphi1

Section 3. All presidential proclamations, executive orders, rules and regulations or part thereof, inconsistent with this proclamation are hereby repealed, amended or modified accordingly.

Section 4. This proclamation shall take effect immediately.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
