FURTHER AMENDING PROCLAMATION NO. 429 JULY 19, 1989 DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS OF REGIONS I AND II
WHEREAS, the Secretary of National Defense, speaking on behalf of the National Disaster Coordinating Council and the Cordillera Regional Disaster Coordinating Council, said that the magnitude of destruction inflicted by typhoon “Goring” in the Cordillera Administrative Region was not immediately known due to the difficulty in gathering reports because of lack of transportation and communication lines;
WHEREAS, reports finally gathered indicate that the said region sustained a heavy toll on lives, properties, infrastructures and agriculture; and
WHEREAS, the declaration of a state of public calamity in the Cordillera Administrative Region is deemed necessary to support the recovery of the region from the destructive effects of typhoon “Goring”;
NOW, THEREFORE, I, CORAZON C. AQUINO President of the Philippines, by virtue of the powers vested in me by law, do hereby further amend Proclamation No. 429 dated July 19, 1989 declaring the existence of a state of public calamity in certain areas of Regions I and II, to include therein the Cordillera Administration Region comprising of Abra, Benguet, Ifugao, Kalinga-Apayao, Mt. Province and Baguio City.1aшphi1
