[ Proclamation No. 402, April 13, 1989 ]

AUTHORIZING THE EDUCATIONAL RESEARCH AND DEVELOPMENT ASSISTANCE FOUNDATION, INC., TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE YEAR.

WHEREAS, the Educational Research and Development Assistance (ERDA) Foundation, Inc., a non-stock, non-profit, non-Government Organization (NGO), was originally established to assist children from indigent families, particularly the school dropouts, potential school quitters and late enrollees, gain access to educational opportunities;

WHEREAS, since the establishment of the Foundation in 1974, it has attended to the needs of indigent children and families by providing programs and services that eventually equip them to become productive and useful members of their families and communities;

WHEREAS, as of the current school year, some 9,000 children are under the active sponsorship of ERDA, and the number of requests for additional sponsorship is increasing yearly owing to the problem of annual dropout rate of 300,000 (national statistics);

WHEREAS, ERDA addresses the following concerns; access to education and educational opportunities through its Educational Assistance Program (EAP) for elementary and high school, health needs and problems, training and capacity-building, livelihood generation, skills development and training, and pre-school training for the five-and six-year-old children in slum communities; and

WHEREAS, the Foundation needs the financial support of the public and private sectors to realize its laudable objectives;

NOW, THEREFORE, I CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Educational Research and Development Assistance Foundation, Inc., to conduct a national fund campaign for a period of one year effective upon the promulgation of this Proclamation.

Donations made within the taxable year to the Foundation shall be governed by the provisions of Section 30, par. (h) of the National Internal Revenue Code as amended by Executive Order No. 37, dated July 31, 1986, and remembered as Section 29, under Executive Order No. 273, dated July 15, 1987.
