PROCLAIMING THE LAUNCHING OF THE PRESIDENT’S 1989 SUMMER YOUTH PROGRAM (PSYP)

WHEREAS, the State recognizes the vital role of the youth in nation-building, and encourages their involvement in public and civic affairs (Art. II, Sec. 13, Constitution);

WHEREAS, various government agencies and private companies are implementing programs for youth development;

WHEREAS, there is a need for a continuing and comprehensive youth program that is geared towards the full involvement of the youth in constructive and productive activities, providing them with opportunities to participate in nation-building;

WHEREAS, the President announced the launching of the President’s Summer Youth Program (PSYP) on March 3, 1989 before Rotary International District 381 on the occasion of its Annual District Conference;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the launching of the President’s 1989 Summer Youth Program (PSYP).

The focus of the PSYP will be youth involvement in productive endeavors. The Program will not be used for political ends nor will it be used to build personality cults around certain individuals.

The PSYP will involve high school, college and vocational school students as well as out-of- school youth. The PSYP has five major components: summer work appreciation for students; government internship program; immersion and service outreach work; summer camp and travel programs; and culture and sports program.

All departments and government agencies concerned are hereby directed to support and participate in the program. The private sector and non-government organizations are hereby encouraged to participate and lend support to this program.1aшphi1
