[ Proclamation No. 1927, November 15, 1979 ]

DECLARING NOVEMBER 16TH OF EVERY YEAR AS SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF ILOCOS SUR.

WHEREAS, November 16th marks the birth anniversary of the late President Elpidio Quirino, one of the great sons of Ilocos Sur and a dedicated leader during the formative years of our young Republic;

WHEREAS, his able stewardship of the Government and his personal virtues has developed among the Filipinos in general and Ilocanos in particular a feeling of pride for the Filipino race and inspire in them a sense of patriotism; and

WHEREAS, the people of Ilocos Sur should be given full opportunity to celebrate his birth anniversary with fitting ceremonies.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare November 16th of every year as a special holiday of Ilocos Sur.1aшphi1
