[ Proclamation No. 1922, November 7, 1979 ]

AUTHORIZING GINTONG ALAY TO CONDUCT AN EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM NOVEMBER 5, 1979 TO NOVEMBER 4, 1980, TO SUPPORT ITS PROGRAM OF RECRUITMENT, SELECTION AND TRAINING OF ATHLETES

WHEREAS, under Letter of Instructions No. 955, the President directed all programs for the development of athletics (track and field) shall be centralized in the Gintong Alay and that related projects and programs shall be subject to the approval of the Project Director;

WHEREAS, the government recognizes, as a matter of policy, the importance of the development of the youth sports in the country;

WHEREAS, the government, as well as the private sector, are now involved in carrying into effect this avowed national policy;

WHEREAS, the Gintong Alay has committed itself to promote athletic sports among amateurs and develop athletes for international competition;

WHEREAS, the realization of these commitments of the Gintong Alay depends largely in the proper recruitment, selection and training of athletes; and

WHEREAS, the project needs the full support of the citizenry so that our youth may grow into healthy and physically fit leaders;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Gintong Alay to conduct an educational and fund campaign for the period from November 5, 1979 to November 4, 1980, in order to support its program of recruitment, selection and training of athletes. I call upon all citizens and residents of the Philippines, irrespective of race and creed, to support this fund drive by giving generously of their means for the success of this laudable project.

The Gintong Alay shall be exempted from payment of all forms of taxes, including amusement tax, in pursuing said campaign and the donors are entitled to deduct their donations to the “Gintong Alay” for income tax purposes.1aшphi1
