MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1921, October 30, 1979 ] AUTHORIZING THE AGRICULTURAL LIBRARIES ASSOCIATION OF THE PHILIPPINES TO CONDUCT AN EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM SEPTEMBER 15, 1979 TO FEBRUARY 28, 1980 WHEREAS, the development of agricultural science and technology has brought about material and economic progress to the country; WHEREAS, agricultural libraries and librarians play a vital role in the transfer of technology from the textual materials to the users; WHEREAS, there is a need for more professionally-trained agricultural librarians, information and scientists and documentalists to service the research and information requirements of agricultural scientists and researchers for effective technology transfer; and WHEREAS, the Agricultural Libraries Association of the Philippines (ALAP) has embarked on a project called “ISKOLAR PARA SA AKLATANG AGRIKULTURAL” which aims to support deserving high school graduates pursuing careers in library science, information science and development communication to provide adequate manpower for the profession; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Agricultural Libraries Association of the Philippines to conduct an educational and fund campaign during the period from September 15, 1979 to February 28, 1980.1aшphi1 I call upon all citizens and residents of the Philippines to give generously of their means and participate in this laudable endeavor. I also authorize government officials and employees, including school authorities and teachers, to give it active support and assistance in their respective capacities to insure success of the project.
