AUTHORIZING THE AEROSPACE MEDICAL ASSOCIATION OF THE PHILIPPINES TO CONDUCT A FUND CAMPAIGN AND DECLARING OCTOBER 1 TO OCTOBER 31, 1979 “AEROSPACE MEDICINE MONTH”.

WHEREAS, the speedy growth of air transportation in the Philippines as an industry and as an important arm in our civil defense force which renders valuable services in times of natural calamities and as one of the necessary safeguards for our national security, creates an imperative need to promote and develop Aviation and Space Medicine;

WHEREAS, the leaders of Aerospace Medicine in the Philippines are in the forefront of an organized effort to upgrade professional expertise among local practitioners in Aviation Medicine to promote flying safety both in military and civil aviation and to arouse public consciousness to this special medical discipline in cooperation with other countries of the world;

WHEREAS, the Aerospace Medical Association of the Philippines has been offered by the International Academy of Aviation and Space Medicine to host the XXVIIth International Congress on Aviation and Space Medicine which will be the first event of its kind in Asia and which on the other hand will boost the Philippine Tourism Industry; and

WHEREAS, Aerospace Medicine is a scientific concern that plays a significant role in the development of emerging nations like the Philippines and merits the support of the government and private sectors, civic groups and enlightened individuals particularly in the form of financial assistance to enable leaders in this branch of medicine to pursue their goals;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the period from October 1 to October 31, 1979 as Aviation and Space Medicine Month and hereby authorize the Aerospace Medical Association of the Philippines to conduct a nationwide Fund Campaign for a period of one year from the date of the issuance of this proclamation.1aшphi1

I call upon the public to insure the success of this undertaking and to help attain advancement in this field of medical science.

It is hereby reiterated that all donations or contributions which may be made by private entities or persons to the Aerospace Medical Association of the Philippines Fund Campaign shall be exempt from income and gift taxes, and the same shall constitute allowable deductions in full from the income of the donors and contributors for income tax purposes.

I also call upon and authorize all government financing institutions, government corporations and other government agencies to donate generously from their funds to the Aerospace Medical Association of the Philippines, in consideration of the fact that the XXVIIth International Congress of Aviation and Space Medicine, which it is hosting, the first international gathering of its kind to be held in Asia, will not only upgrade the professional expertise of local practitioners in Aviation Medicine but also boost the Philippine Tourism Industry. Such donations shall be considered exceptions to the provisions of Section 2(c) of LOI 828.
