MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1869, June 22, 1979 ] AUTHORIZING THE PHILIPPINE FOUNDATION FOR THE REHABILITATION OF DISABLED, INC. TO CONDUCT A NATIONWIDE EDUCATIONAL, MEMBERSHIP AND FUND CAMPAIGN DURING THE PERIOD FROM SEPTEMBER 1, 1979 TO AUGUST 31, 1980 WHEREAS, approximately ten percent (10%) of our population are handicapped by various forms of physical, mental and emotional disabilities and are therefore unable to contribute their share to the national effort for development; and whereas, their present plight infringes upon their inherent right to human dignity and to economic and social security; WHEREAS, the various problems and numbers of the disabled are growing and that there is an urgent need to harness public and private resources to resolve these problems which hinder the full utilization of the nation’s Society’s economic and social development goals, as well as to guarantee the enforcement of the basic rights of disabled citizens; and WHEREAS, the Foundation is now engaged in the implementation of a continuing and integrated program to assist the disabled in overcoming their problems to help them become useful members of our society and needs the unremitting moral and financial support of the various sectors of the nation to achieve its noble objectives; NOW, THEREFORE, I, FERDINAND E. MARCOS, President and Prime Minister of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Foundation for the Rehabilitation of Disabled, Inc. to conduct a nationwide educational, membership and fund campaign during the period from September 1, 1979 to August 31, 1980.1aшphi1 I call upon all citizens and residents of the Philippines, irrespective of nationality or creed to give generously and participate actively in this campaign and thus help in the rekindling of the hopes and aspirations of the handicapped, so that they may play their role in our society as useful citizens. All donations and contributions to this Fund Campaign shall be exempt from income and gift taxes, and the same shall constitute allowable deductions from the income of donors and contributors for income tax purposes.
