[ Proclamation No. 1866, June 13, 1979 ]

AUTHORIZING THE TAHANAN OUTREACH PROJECTS AND SERVICES, INC. TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN FROM JULY 1, 1979 TO JUNE 30, 1980.

WHEREAS, it is the vital concern of the Government and of society to combat the menace of juvenile delinquency through treatment, rehabilitation and aftercare services of young offenders;

WHEREAS, the strength of the nation lies in the preservation of the unity, of the family and the development of the youth;

WHEREAS, the Tahanan Outreach Projects and Services, Inc. aims at facilitating the normalization of socially maladjusted youth in a community setting through innovative approaches and dynamic development of positive attitudes and skills, thus serving as a model for related rehabilitation outreach programs; and

WHEREAS, the Tahanan Outreach Projects and Services, Inc., a private non-profit organization with objectives directed to those noble ends, needs nationwide support from all sectors of society;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Tahanan Outreach Projects and Services, Inc. to conduct a national educational and fund campaign from July 1, 1979 to June 30, 1980.1aшphi1

I call upon all citizens of the Philippines regardless of nationality and creed, to give generously and participate actively in this fund campaign and I reiterate that all donations or contributions given to this charitable cause shall be exempt from income and gifts taxes, as provided in Presidential Decree No. 507.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
