MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1857, May 21, 1979 ] SETTING THE DATE FOR THE HOLDING OF A PLEBISCITE TO DETERMINE THE CREATION OF THE MUNICIPALITY OF ALFONSO CASTAÑEDA IN THE PROVINCE OF NUEVA VIZCAYA. WHEREAS, Batas Pambansa Bilang 27, which was approved on April 30, 1979, provides that Barangays Lublub and Abuyo and the sitios of Bato, Diwakwak, Dilacay, Canile, Manial, Mulawin and Marikit East in the Municipality of Dupax del Sur and Barangays Pelaway, Kawayan, Lipuga, and Galintuja and the sitio of Taang in the Municipality of Dupax del Norte are to be detached and separated from their respective municipalities, to be constituted into a separate and independent municipality to be known as the Municipality of Alfonso Castañeda in the Province of Nueva Vizcaya; and WHEREAS, the aforesaid legislative act also provides that within ninety (90) days after its approval, a plebiscite shall be conducted in the affected areas, to determine whether the barangays and sitios specified therein shall become a new municipality to be known as the Municipality of Alfonso Castañeda; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law and pursuant to Batas Pambansa Bilang 27, do hereby direct the following: (1) On Tuesday, July 10, 1979, a plebiscite shall be held in Barangays Lublub and Abuyo and the sitios of Bato, Diwakwak, Dilacay, Canile, Manial, Mulawin and Marikit East in the Municipality of Dupax del Sur, and in Barangays Pelaway, Kawayan, Lipuga and Galintuja and the sitio of Taang in the Municipality of Dupax del Norte, to determine whether the aforesaid barangays and sitios shall become a new municipality to be known as the Municipality of Alfonso Castañeda in the Province of Nueva Vizcaya. (2) The Commission on Elections shall supervise the conduct of the aforesaid plebiscite and shall promulgate the rules and regulations necessary to implement this proclamation.1aшphi1 Done in the City of Manila, this 21st day of May, in the year of Our Lord, nineteen hundred and seventy-nine.
