PROCLAIMING CONVENTION NO. 141 CONCERNING ORGANIZATIONS OF RURAL WORKERS AND THEIR ROLE IN ECONOMIC AND SOCIAL DEVELOPMENT, ADOPTED BY THE INTERNATIONAL LABOUR ORGANIZATION ON JUNE 23, 1975

WHEREAS, the rural workers constitute the majority of the national population whose assimilation and mobilization in the mainstream of economic and social development is imperative for the achievement of a stable and participatory democracy;

WHEREAS, the development of participatory democracy involving the rural workers is best enhanced by encouraging them to form and join viable organization capable of furthering and protecting their interests;

WHEREAS, this objective is translated into national policy under Article 244 of the Labor Code, as amended, which provides that “ambulant, intermittent and itinerant workers, self-employed people, rural workers and those without any definite employers may form labor organizations for the purpose of enhancing and defending their interests and for their mutual aid and protection;”

WHEREAS, the Philippine Government, in keeping with this objective, has indorsed the ratification of Convention No. 141 concerning the organization of rural workers and their role in economic and social development adopted by the International Labour Organization on June 23, 1975;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me under the Constitution, do hereby declare and proclaim the ratification of ILO Convention No. 141.
