MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1849, April 26, 1979 ] DECLARING THE MONTH OF NOVEMBER 1979 AS INTERNATIONAL HUMAN RESOURCES PLANNING AND DEVELOPMENT MONTH AND AUTHORIZING THE INTERNATIONAL FEDERATION OF TRAINING AND DEVELOPMENT ORGANIZATIONS (IFTDO), THE ASIAN REGIONAL TRAINING AND DEVELOPMENT ORGANIZATION (ARTDO), AND THE PHILIPPINE SOCIETY FOR TRAINING AND DEVELOPMENT (PSTD) TO CONDUCT A NATIONWIDE FUND CAMPAIGN DURING THE PERIOD MARCH 1, 1979 TO DECEMBER 31, 1979. WHEREAS, the Republic of the Philippines has been chosen as the site of the 8th International Training and Development Conference scheduled on November 7-12, 1979, under the auspices of the International Federation of Training and Development Organizations (IFTDO), the Asian Regional Training and Development Organization (ARTDO), and the Philippine Society for Training and Development (PSTD); WHEREAS, this prestigious world congress on Human Resources Planning and Development (HRPD) will bring into the country training managers/directors, personnel managers, organization development specialists, and other individuals involved and/or interested in human resources planning and development from about seventy countries worldwide; WHEREAS, the proceedings of the conference will not only contribute to the enrichment of the existing knowledge on human resources planning and development in general but also will provide a great deal of opportunity for a majority of Filipino practitioners in human resources planning and development and related areas to interact with leading experts throughout the world; WHEREAS, this international forum will not only contribute to the country’s efforts to promote our tourist industry, add prestige and honor to the Philippines, but also will project our country as the focal point of human resources planning and development in Asia; WHEREAS, the hosting of the 8th International Training and Development Conference is a joint responsibility of both the government and the private sectors which requires national teamwork; and WHEREAS, financial and logistical supports are required to insure the success of this vital understanding; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the month of November 1979 as International Human Resources Planning and Development Month, and authorize the International Federation of Training and Development Organizations (IFTDO), the Asian Regional Training and Development Organization (ARTDO), and the Philippine Society for Training and Development (PSTD) to conduct a nationwide fund campaign during the period March 1, 1979 to December 31, 1979.1aшphi1 I call upon all agencies and instrumentalities of the government and the private sector to contribute generously and participate actively in this campaign and thus help insure the successful hosting of the 8th International Training and Development Conference. All donations or contributions to and income of the fund campaign shall be exempt from income, gift, amusement and all other taxes and the same shall further be deductible in full and shall not be included for purposes of computing the maximum amount deductible under Sec. 30, paragraph (h), of the National Internal Revenue Code, as amended.
