RESERVING FOR MARKET SITE PURPOSES A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF LINGAYEN, PROVINCE OF PANGASINAN, ISLAND OF LUZON.
Upon recommendation of the Minister of Natural Resources, and by virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby withdraw from sale or settlement and reserve for market site purposes under the administration of the Sangguniang Bayan of Lingayen, Pangasinan, subject to private rights, if any there be, a certain parcel of land of the public domain situated in the Municipality of Lingayen, Province of Pangasinan, Island of Luzon, and more particularly described as follows:

This survey was executed in accordance with the law and existing regulations promulgated thereunder, by Laurentino P. Baltazar, Geodetic Engineer of August 19, 1976, and approved on October 2, 1978.

This proclamation is subject to the following conditions, to wit:
1. That the Jose (Basina) River shall have a minimum bank to bank width of 150 meters at the reclamation site and its waterway area should not be less than that of the existing river channel immediately downstream of the area to be reclaimed;
2. That a strip of ten (10) meters of the land shall be left open to serve as an access road and working space for maintenance and/or improvement of the river channel;
3. That no structure shall be constructed on the river channel beyond the reclamation area; and
4. That a master plan for the proposed drainage and disposal to the river of the storm run-off flow coming from the surrounding inland drainage areas and from the reclamation area itself should be submitted to the Bureau of Public Works for approval. No reclamation work should be started until said master plan is approved by the Bureau of Public Works.
