[ Proclamation No. 1820, February 14, 1979 ]

DECLARING WEDNESDAY, FEBRUARY 21, 1979, AS “BARANGAY BRIGADES DAY”

WHEREAS, the barangay has been established as the basic political unit of the country and the primary forum for citizen involvement in the affairs of government;

WHEREAS, the National Government has launched the Barangay Brigades Development Program to promote initiative and self-reliance within the barangay and mobilize human resources towards this social, economic, political and cultural upliftment of the community;

WHEREAS, there is a need to generate national awareness of the Barangay Brigades Development Program and to promote the people’s active commitment to its goals and objectives;

WHEREAS, it is fitting and proper that the nation take time out to celebrate and ponder upon the significance of the establishment of the barangay brigades and to set aside a particular day for such purpose;

WHEREAS, on February 21, 1979, all municipalities and cities throughout the country shall complete a five-day training for barangay brigade executive officers and coordinators, thus signalling the start of the actual organization of the brigade at the barangay level;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare February 21, 1979 and every year thereafter, as “Barangay Brigades Day,” and enjoin all our countrymen to commemorate this event with a fitting activity in observance thereof to be led by Local Officials and Barangay Leaders.1aшphi1
