BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 1810, December 22, 1978 ]

ALL SITES IDENTIFIED BY LOCAL GOVERNMENTS AND APPROVED BY THE MINISTRY OF HUMAN SETTLEMENTS TO BE INCLUDED IN THE ZONAL IMPROVEMENT PROGRAM FOR METRO MANILA AND THE SLUM IMPROVEMENT RESETTLEMENT PROGRAM FOR OTHER AREAS SHALL BECOME URBAN LAND REFORM ZONES UPON PROCLAMATION BY THE PRESIDENT

WHEREAS, the Constitution mandates that the State shall ensure the provision of adequate social services for the greatest number of our people, including housing;

WHEREAS, it is the policy of the government that in pursuing this mandate of the Constitution, the Human Settlements Development approach of meeting the basic needs of man shall be used;

WHEREAS, in implementing the Human Settlements Development approach, the government has instituted the Zonal Improvement Program (ZIP) for Metro Manila and the Slum Improvement and Resettlement (SIR) program for other urban areas of the country as recognized approaches to problems of housing in depressed and blighted areas;

WHEREAS, among the objectives in promulgating Presidential Decree No. 1517 is to identify depressed and blighted areas in urban lands to be subjects of land reform and thereby help solve the problem of land tenure;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby declare that all sites identified by local governments and approved by the Ministry of Human Settlements to be included in the Zonal Improvement Program (ZIP) for Metro Manila and the Slum Improvement and Resettlement Program (SIR) for other areas shall become urban land reform zones upon proclamation by the President;

Towards this end, the National Housing Authority under the supervision of the Ministry of Human Settlements, is hereby directed to undertake a survey of the areas identified to become urban land reform zones, prepare plans and appropriate studies, and undertake the development of these projects. In carrying out this task, the National Housing Authority shall involve and coordinate with local governments.1aшphi1
