DECLARING THURSDAY, NOVEMBER 16, 1978, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF ILOCOS SUR

WHEREAS, Thursday, November 16, 1978, marks the eighty-eighth anniversary of the late President Elpidio Quirino one of our greatest leaders and statesmen;

WHEREAS, the people of Ilocos Sur, the province of his birth should be given full opportunity to celebrate his birthday with appropriate ceremonies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Thursday, November 16, 1978, as a special public holiday in the Province of Ilocos Sur.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
