[ Proclamation No. 1790, September 28, 1978 ]

EXCLUDING AN AREA WITHIN THE NORTHERN ILOCOS NORTE FOREST RESERVATION (FOREST RESERVATION NO. 85) AND CONVERTING THE SAME INTO A MINERAL RESERVATION

WHEREAS, feldspar is a necessary ingredient in the manufacture of ceramic products and is in great demand among ceramic manufacturers;

WHEREAS, extensive exploration conducted by the Bureau of Mines in the area embraced by the Ilocos Norte Forest Reservation (Forest Reservation No. 85) established under Proclamation No. 338 dated October 24, 1938, revealed that a portion thereof contains huge feldspar deposits;

WHEREAS, the exclusion of the said mineralized area from the Ilocos Norte Forest Reservation and its conversion into a mineral reservation will open the feldspar deposits found therein to commercial development and exploitation;

WHEREAS, the conversion of the aforementioned area into a mineral reservation is in keeping with the provisions of Section 6 of Presidential Decree No. 463, as amended, and is in line with the objectives of the said Decree which is to encourage the development of the mineral resources;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, and upon the recommendation of the Minister of Natural Resources, do hereby exclude from the Ilocos Norte Forest Reservation (Forest Reservation No. 85) and convert into a mineral reservation, subject to valid and existing rights, if any, which the Government may acquire by negotiation, an area embracing 358.19 hectares and more particularly described and defined hereunder, as follows:

Longitude 128º36’30” to 120º37’31” East

Latitude 18º23’08” to 18º24’12” North

The management of the mineral reservation and the manner of the disposition of the minerals found therein shall be in accordance with the provision of Section 4 of Presidential Decree No. 1385.1aшphi1
