MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1778, August 30, 1978 ] AUTHORIZING THE PHILIPPINE FOUNDATION FOR THE REHABILITATION OF DISABLED, INC. TO CONDUCT A NATIONWIDE EDUCATIONAL, MEMBERSHIP AND FUND CAMPAIGN DURING THE PERIOD FROM SEPTEMBER 1, 1978 TO AUGUST 31, 1979 WHEREAS, approximately ten percent (10%) of our population are handicapped by various forms of physical, mental and emotional disabilities and are therefore unable to contribute their share to the national effort for development; and whereas, their present plight infringes upon their inherent right to human dignity and to economic and social security; WHEREAS, the various problems and numbers of the disabled are growing and that there is an urgent need to harness public and private resources to resolve these problems which hinder the full utilization of the nation’s total manpower resources for the attainment of the New Society’s economic and social development goals, as well as to guarantee the enforcement of the basic rights of disabled citizens; and WHEREAS, the Foundation is now engaged in the implementation of a continuing and integrated program to assist the disabled in overcoming their problems to help them become useful members of our society and needs the unremitting moral and financial support of the various sectors of the nation to achieve its noble objectives; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Foundation for the Rehabilitation of Disabled, Inc. to conduct a nationwide educational membership and fund campaign during the period from September 1, 1978 to August 31, 1979. I call upon all citizens and resident of the Philippines, irrespective of nationality or creed to give generously and participate actively in this campaign and thus help in the rekindling of the hopes and aspirations of the handicapped, so that they may play their role in our society as useful citizens.1aшphi1 All donations and contributions to this Fund Campaign shall be exempt from income and gift taxes, and the same shall constitute allowable deductions from the income of donors and contributors for income tax purposes.
