[ Proclamation No. 1757, July 10, 1978 ]

AUTHORIZING THE TAHANAN OUTREACH PROJECTS AND SERVICES, INC. TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN FROM JULY 1, 1978 TO JUNE 30, 1979.

WHEREAS, it is the vital concerned of the Government and of society to combat the menace of juvenile delinquency through treatment, rehabilitation and aftercare services of young offenders;

WHEREAS, the strength of a nation lies in the preservation of the unity of the family and the development of the youth;

WHEREAS, the TAHANAN OUTREACH PROJECTS AND SERVICES, INC. (T.O.P.S.), a private non-profit organization with objectives directed to this noble ends, needs and justifiably deserves nation-wide support from all sectors of society;

WHEREAS, T.O.P.S. depends on the active participation of concerned citizens to succeed in facilitating the normalization of socially mal-adjusted youth in a community setting through innovative approaches and dynamic development of positive attitudes and skills, thus serving as a model for related rehabilitation outreach programs;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President and Prime Minister of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the TAHANAN OUTREACH PROJECTS AND SERVICES, INC. to conduct a national educational and fund campaign from July 1, 1978 to June 30, 1979.

I call upon all citizens and residents of the Philippines regardless of nationality and creed, to give generously in this fund campaign and I reiterate that all donations or contributions given to this charitable cause shall be exempt from income and gift taxes, as provided in Presidential Decree No. 507.1aшphi1
