AUTHORIZING THE FOUNDATION FOR THE REHABILITATION AND PREVENTION OF BLINDNESS IN THE PHILIPPINES, INC. TO CONDUCT A NATIONAL EDUCATIONAL, MEMBERSHIP AND FUND CAMPAIGN DURING THE PERIOD FROM FEBRUARY 15, 1978 TO JANUARY 15, 1979.

WHEREAS, our blind countrymen are unable to contribute their share to the national effort for the development of human resources;

WHEREAS, the various problems and the growing number of the blind affect in one way the full utilization of the nation’s total manpower resources for the attainment of the New Society’s economic and social development goals;

WHEREAS, the Foundation is now engaged in the implementation of a continuing and integrated program to assist the blind in solving their problems to become useful members of the society and needs the unremitting moral and financial support of the various sectors of the nation to achieve its noble objectives;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Foundation for the Rehabilitation and Prevention of Blindness in the Philippines, Inc. to conduct a nationwide educational membership and fund campaign during the period from February 15, 1978 to January 15, 1979.

I call upon all citizens and residents of the Philippines irrespective of nationality or creed, to give generously and participate actively in this campaign and thus help in the rekindling of the hopes and aspirations of the blind, so that they may play their role in our society as useful citizens.

All donations and contributions to this fund campaign shall be exempt from income and gift taxes and the same shall constitute allowable deductions from the income of donors and contributors for income tax purposes.1aшphi1
