AUTHORIZING THE NARCOTICS FOUNDATION OF THE PHILIPPINES, INC. TO CONDUCT A NATIONWIDE EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM JANUARY 1 TO DECEMBER 31, 1978.
WHEREAS, the Narcotics Foundation of the Philippines, Inc., a private non-profit organization, supplements the program of the Government in the treatment, rehabilitation and after-care services of drug abusers, who are mostly school boys and girls;
WHEREAS, the Foundation will expand its Rehabilitation Center by erecting additional buildings, as part of the continuing implementation of a comprehensive program against drug abuse; and
WHEREAS, the Foundation needs the support of the public to realize its laudable objectives;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Narcotics Foundation of the Philippines, Inc. to conduct a nationwide educational and fund campaign during the period from January 1 to December 31, 1978.
I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in this campaign and thus help in rekindling the hopes and aspirations of the youth who are victims of drug abuse to play their role in our society as useful citizens.
All donations and contributions to this educational and fund campaign shall be exempt from income and gift taxes, and the same shall constitute allowable deductions from the income of the donors and contributors for income tax purposes.1aшphi1
