[ Proclamation No. 1717, February 24, 1978 ]

DECLARING JUNE 23 OF EVERY YEAR AS FOREIGN AFFAIRS DAY.

WHEREAS, the Philippine Revolutionary Government, after declaring Philippine Independence on 12 June 1898, defined the main objective of the government as “Struggle for the recognition of Philippine Independence by all nations, including Spain, and to prepare the country so that the true republic may be established”;

WHEREAS, to implement the said objective, a decree was issued on June 23, 1898 creating the Department of Foreign Affairs;

WHEREAS, conscious of the historical significance of the event which symbolizes our people’s defiance to foreign domination, our desire and ability to self-government, and the Department’s creation as the first line of defense in protecting and promoting our national interest, an annual commemoration with fitting ceremonies is indispensable;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by the Constitution, do hereby declare June 23 of every year as Department of Foreign Affairs Day.1aшphi1
