[ Proclamation No. 1696, December 7, 1977 ]
DECLARING FRIDAY, DECEMBER 16, 1977, AS A SPECIAL PUBLIC HOLIDAY
WHEREAS, pursuant to Presidential Decree No. 1229, a national referendum will be conducted on December 17, 1977, to decide as to whether the President shall continue in office as incumbent President and be prime minister after the organization of the Interim Batasang Pambansa as provided in amendment No. 3 of the 1976 amendments to the Constitution; and
WHEREAS, pursuant to the principle of the participatory democracy the people should be given the fullest opportunity to take part in this referendum;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Friday, December 16, 1977, as a special public holiday.1aшphi1
