DECLARING OCTOBER 31 and NOVEMBER 1, 1977, AS SPECIAL PUBLIC HOLIDAYS

WHEREAS, remembering and paying homage to the dead on All Saints Day is one of our most cherished traditions; and

WHEREAS, in line with the policy of preserving our cultural traditions and observances, our people should be given full opportunity to celebrate All Saints Day with all its religious fervor;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare October 31 and November 1, 1977, as special public holidays.
