DECLARING WEDNESDAY, NOVEMBER 16, 1977, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF ILOCOS SUR

WHEREAS, Wednesday, November 16, 1977, marks the 87th birth anniversary of the late President Elpidio Quirino, a distinguished son of Ilocos who had contributed much to the overall development of the country;

WHEREAS, the people of Ilocos Sur desire to celebrate his natal day with fitting ceremonies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Wednesday, November 16, 1977, as a special public holiday in the Province of Ilocos Sur.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
