RESERVING FOR REGIONAL GOVERNMENT CENTER SITE PURPOSES FOR REGION V, A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE CITY OF LEGAZPI, ISLAND OF LUZON
WHEREAS, it has been the declared policy of the government under LOI 448, dated 19 August 1976, to establish a regional government center to house all regional offices of national government departments/agencies within each administrative region in order to achieve greater economy and efficiency in operations and to serve as a stimulus to the development of growth centers;
WHEREAS, under the Integrated Reorganization Plan of the government, the City of Legazpi is the Regional Capital for Region V and the administrative center for said region;
WHEREAS, the Bureau of Public Works (BPW) Working Committee for the selection of Regional Government Center Site upon recommendation of the Regional Development Council (RDC) of Region V has chosen an area located at Barrio Rawis, City of Legazpi, as the most ideal site for the establishment of the proposed Regional Government Center;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, upon recommendation of the Secretary of Natural Resources and by virtue of the powers vested in me by law, do hereby withdraw from sale or settlement and reserve for Regional Government Center Site purposes for Region V under the administration of the Bureau of Lands, subject to private rights, if any there be, and to final survey, a certain parcel of land situated in the Barrio of Rawis, City of Legazpi, Island of Luzon, which is more particularly described as follows:
