DECLARING WEDNESDAY, SEPTEMBER 28, 1977, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF CAMARINES NORTE.

WHEREAS, Wednesday, September 28, 1977, marks the anniversary of the birth of the late Wenceslao Q. Vinsons, Sr., war hero, patriot and statesman, Provincial Governor, delegate to the 1934 Constitutional Convention and Congressman for the province of Camarines Norte; and

WHEREAS, the people of Camarines Norte, the province of his birth, desire to celebrate his birthday with appropriate ceremonies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Wednesday, September 28, 1977, as a special public holiday in the province of Camarines Norte.1aшphi1
