MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1658, July 28, 1977 ] RESERVING FOR THE USE OF THE AQUACULTURE DEPARTMENT OF THE SOUTHEAST ASEAN FISHERIES DEVELOPMENT CENTER (SEAFDEC) CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF BINANGONAN, PROVINCE OF RIZAL, ISLAND OF LUZON. WHEREAS, the countries in Southeast Asia, recognizing the vital importance of promoting fisheries development in the light of the urgent need of increasing food supply of animal protein in the region have established the Southeast Asian Fisheries Development Center or SEAFDEC, for short; WHEREAS, the SEAFDEC has established in the Philippines an Aquaculture Department, with its main station in Tigbauan, Iloilo, which initially undertakes brackishwater fisheries research studies on the spawning and culture of shrimps, prawns, milkfish and other crustaceans, such as crabs and mollusks, and also undertakes training programs on aquaculture for local and foreign trainees from the Southeast Asian region, while disseminating at the same time informative and research materials on the aquaculture resources of Southeast Asia to SEAFDEC member nations and other interested parties; WHEREAS, the SEAFDEC Aquaculture Department has approved the establishment of a freshwater fisheries station situated in Binangonan, Rizal along the shores of Laguna de Bay to complement the present efforts on brackishwater fisheries in Tigbauan, Iloilo and to undertake research and development studies on species like the carp, catfish, mudfish, milkfish and others, and also to undertake training programs on freshwater aquaculture for local and foreign trainees from the Southeast Asian region; WHEREAS, to effectively carry out these objectives, it is imperative that lands be made available for use of the Aquaculture Department in the construction of experimental ponds for the latter’s freshwater fisheries project to accommodate the hatcheries, training facilities, dormitories and administrative offices at the project site in the Municipality of Binangonan, Province of Rizal, Island of Luzon; and WHEREAS, under Article II, Chapter IV of the Agreement establishing the Southeast Asian Fisheries Development Center which was concluded in Bangkok, Thailand on December 28, 1967, and signed by the Republic of the Philippines on January 16, 1968, the member nations are obliged to “provide . . . in accordance with their respective national laws and regulations X X X movable and immovable property and service necessary for the establishment and operation of the Center”; NOW, THEREFORE, upon recommendation of the Secretary of Natural Resources and by virtue of the powers vested in me be law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby withdraw from sale or settlement and reserve for the use of the Aquaculture Department of the Southeast Asian Fisheries Development Center for the purposes herein above mentioned, subject to private rights, if any there be, verification and approval, certain parcels of land of the public domain situated in the Municipality of Binangonan, Province of Rizal, Island of Luzon which are more particularly described as follow: Lot 1, Swo-04-000249 A PARCEL OF LAND (Lot 1 of the Parcellary Survey Plan, Swo-04-000249, L.R.G.
