MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 1632, March 30, 1977 ] RESERVING AND ESTABLISHING AS AGRO-FOREST DEVELOPMENT PILOT PROJECT CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF SAN JOSE AND RIZAL, PROVINCE OF MINDORO OCCIDENTAL, ISLAND OF MINDORO. WHEREAS, under the multiple-use concept prescribed in Section 19 of PD No. 705, the numerous beneficial uses of the timber, land, soil, water, wildlife, recreation value and grass of forest lands shall be evaluated and weighted before allowing the utilization, exploitation, occupation or possession thereof, or the conduct of any activity therein, and only the utilization, exploitation, occupation or possession of any forest land, or any activity therein, involving one or more of its resources, which will produce the optimum benefits to the economic development and progress of the country and the public welfare, without impairment or with the least injury of its other resources, shall be allowed; WHEREAS, it is the policy of the government to revegetate all denuded forest lands or improve their forest vegetative cover through the introduction of plant species that will act not only as a soil conditioner but will also minimize soil erosion, conserve water, and, at the same time, obtain optimum benefits for the people, which shall include, but shall not be limited to, the production of high-protein crops and more raw materials for multiple industrial uses; WHEREAS, most reforestation and revegation projects of the government have heretofore been confined to highly eroded, rough, hilly and mountainous terrain, and materials used for such purposes have been confined to plant species that mature on a long-term basis; WHEREAS, it is imperative that the government continue to explore new concepts, develop new approaches, and apply modern technology in its reforestation and revegetation program by venturing into forest lands of all kinds of topography and by trying some plant species that mature on a short-term basis, in order to generate sufficient data on the effective conservation and optimum utilization of such lands; WHEREAS, under LOI No. 145, Series of 1972, all pasture areas were ordered evaluated in order to determine which areas may be utilized for other purposes, including industrial plantations or agro-forest development projects; WHEREAS, under Section 51 of the same Decree, the Bureau of Forest Development shall determine and define which forest lands may be the subject of an agro-forestry development program; and WHEREAS, the Bureau of Forest Development, the Forest Research Institute, the Bureau of Plant Industry and the Bureau of Soils have identified forest land areas of suitable topography which are at present covered with grass; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, upon the recommendation of the Secretary of Natural Resources, and because the public interests so require, do hereby withdraw from sale, settlement or any other form of disposition, and set aside as a government reservation for agro-forest development pilot project under the administration and management of the Department of Natural Resources, subject to private rights, if any there be, certain parcels of land of the public domain situated in the Municipalities of San Jose and Rizal, Province of Occidental Mindoro, Island of Mindoro, which parcels are more particularly described as follows: Parcel I Nr-04-000011 A PARCEL OF LAND (Parcel 1 as shown on plan Nr-04-000011, L.R.C.
