DECLARING FRIDAY, FEBRUARY 11, 1977, AS SPECIAL PUBLIC HOLIDAY IN IRIGA CITY.

WHEREAS, the people of Iriga City in the public hearing conducted on August 2, 1975 had opted for the development of its tourism potentials and revival of their ancient but desirable customs and traditions;

WHEREAS, one of these ancient traditions is the observance of a harvest offering, called "Tinagba," considered as Bicol's most ancient festival; and

WHEREAS, it is fitting and proper to afford the residents of Iriga City the opportunity to observe the "Tinagba" festival with profound candor;

NOW THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Friday, February 11, 1977, as a special public holiday in Iriga City.
