[ Proclamation No. 1580, September 1, 1976 ]

AMENDING PROCLAMATION NO. 121 DATED FEBRUARY 26, 1955, BY PLACING THE PROPERTY RESERVED THEREIN UNDER THE ADMINISTRATION OF THE PHILIPPINE VETERANS BANK.

WHEREAS, the cruelties and inequities of World War II behoove all Filipino survivors and living witnesses of World War II, soldiers and civilians alike, to minister to the needs and promote the welfare of war veterans, their widows, orphans or compulsory heirs;

WHEREAS, the Philippine Veterans Bank was created and organized for the benefit of all veterans of World War II, their widows, orphans and compulsory heirs in order to enable them to help themselves with their financial, business, economic and medical needs;

WHEREAS, the Philippine Veterans Bank urgently needs a suitable site in Zamboanga City to extend its banking facilities principally to thousands of veterans, brother Muslims or otherwise, who live and do business in the Mindanao Region of our Archipelago;

WHEREAS, by virtue of Presidential Proclamation No. 121, dated February 26, 1955, His Excellency Ramon Magsaysay, then President of the Philippines, withdrew from sale or settlement and reserved for specific purposes under the administration of the City of Zamboanga some properties of the private domain of the Government situated in the City of Zamboanga, including but not limited to the real properties described as follows:

“For Telephone Central Building Purposes” Un terreno (Lote No. 7 del Block No. 7 del Block No. 27 del plano cadastral del municipio de Zamboanga), con las mejoras existentes en el municipio de Zamboanga, distrito de Zamboanga, Linda por el NE, con una calle; por el SE, con el Calle Jovellar, per el SO, con propriedad de Henry E. Teck; y por el NO. con propriedades de Henry E. Teck, et al., y Valentin Montejo Toy Chow-Yin et al. Partiendo de un punto mercado len el plano cuyo punto se hall el 62° 158' O., Y seis metros con sesenta Y ocho centimetros del monumento No. 47; Y desde dicho punto IS. 69° 11’0., venticuatro metros con treinta Y un centimetros al punto 2; desde este punto 3.69° 22’0., dos metros al punto 3; desde este punto N. 21° 38’0., treinta Y dos metros con tres centimetros al punto 4; desde este punto N. 76° 608 E., once metros con once centimetros al punto 5; desde este punto N. 24°33’0., dos metros con diecisiete centimetros al punto 6; desde este punto N. 76°53’E., dieciseis metros con cuarenta Y. seis centimetros al punto 7; desde este punto S. 20°01’E., treinta metros con cincuenta Y seis centimetros al punto de partida: midiendo una extension superficial de ochocientos cuarenta Y dos metros cuadrados, mas or menos. Todos los puntos nombrados se hallan marcados en al plano aprobado por el Director de Terrenos en 26 de enero de 1910; Y la orientacion seguida es la verdadera, siendo la declinacion magnetica de 2° 05’E.”

WHEREAS, in 1974 the Government of Zamboanga City sold its telephone system to the Philippine Long Distance Telephone Co., a private enterprise, and since then leased the above described lot to the latter firm;

WHEREAS, the PLDT has given notice to the City of Zamboanga that it is moving out of the above described lot this coming December of 1976 and is in fact selling its building on the lot to the Philippine Veterans Bank;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby amend Proclamation No. 121 dated February 26, 1955 by placing the above-described property under the administration and control of the Philippine Veterans Bank for the purpose of using it as the site of its branch office in Zamboanga City.
