RESERVING FOR THE ESTABLISHMENT OF A NUCLEAR POWER PLANT UNDER THE ADMINISTRATION OF THE NATIONAL POWER CORPORATION CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITIES OF BAGAC AND MORONG, PROVINCE OF BATAAN

WHEREAS, the Philippines is establishing the first Nuclear Power/Plant designed to meet the rapidly increasing power requirements of the country;

WHEREAS, the effective implementation of the Nuclear Power Plant project requires that portions of the public domain be set aside for the site of the nuclear power plant;

WHEREAS, a large tract of public land classified as public land consisting of approximately THREE MILLION FIVE HUNDRED SEVENTY FOUR THOUSAND FOUR HUNDRED NINETY EIGHT (3,574,498) SQUARE METERS, situated in the municipalities of Bagac and Morong, province of Bataan, has been found to be a suitable site for the establishment of the Nuclear Power Plant by technical experts of the National Power Corporation in consultation with the representatives of the Philippine Atomic Energy Commission and the Bureau of Lands.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, upon recommendation of the General Manager of the National Power Corporation, after consultation with the Commissioner of the Philippine Atomic Energy Commission and the Secretary of Natural Resources, by virtue of the powers vested in me by the Constitution do hereby reserve, as site for the establishment of the Nuclear Power Plant under the administration of the National Power Corporation, subject to private rights, if any there be, certain parcels of land of the public domain situated in the municipalities of Bagac and Morong, province of Bataan, described more particularly as follows:

“A parcel of public land (the proposed site for the Nuclear Power Plant of the National Power Corporation), situated in the sitio of Napot, Barrio of Nagbalayong, Morong, Bataan, and a portion situated in the municipality of Bagac, Bataan. Bounded on the SE., along lines 1-2 by Lot 10, Cad-262, Morong Cadastre, along lines 2-3-4-5-6 by Lot 16, Cad-262, Morong Cadastre;on the SE., SW., and NW., along lines 6 -7 -8 -9 -10 -11 -12 -13 -14 -15 -16 -17 -18 -19 -20 -21 -22 -23 -24 -25 -26 -27 -28 -29 -30 -31 -32 -33 -34 -35 -36 -37 -38 -39 – 40 -41 -42 -43 -44 -45- 46 -47 by China Sea;on the SW., W., NW., N., and E., along lines 47-48-49-50-51-52-53 54-55-56-57-58 by portion of Lot 1683, Cad-262, Morong Cadastre;and on the NE., along lines 58-59-60-61-62-1 by Lot 9, Cad-262, Morong Cadastre. Beginning at a point marked “1” of the attached plan being equivalent to B.B.M. No. 4, Cad-262, Morong Cadastre;
