[ Proclamation No. 1561, July 23, 1976 ]

DECLARING THE PERIOD FROM AUGUST 1 TO DECEMBER 31, 1976 FOR A MEMBERSHIP AND FUND CAMPAIGN FOR THE DR. JOSE P. RIZAL NATIONAL MEDICAL AND RESEARCH CENTER TO BE CONSTRUCTED IN THE NEW RESETTLEMENT COMMUNITY IN DASMARIÑAS, CAVITE.

WHEREAS, Dr. Jose P. Rizal, our national hero, who showed due concern for the general well-being and medical care of the less fortunate during his confinement in Dapitan, Zamboanga, is one of the historically recorded pioneers in the field of public welfare, sanitation and medicines;

WHEREAS, Dr. Jose P. Rizal as a medical practitioner and a devoted professional, demonstrated medical aid and assistance for the helpless and indigent;

WHEREAS, this historical fact has been translated into a civic organization called the DR. JOSE RIZAL MEMORIAL FOUNDATION, which has a correspondent Foundation in the United States that is primarily supported by U.S. resident Filipino physicians, and has extended assistance in the form of medical supplies and equipment to rural charity clinics for the past eight years;

WHEREAS, cognizant of the dire medical needs of the relocated residents at the Resettlement Community in Dasmariñas, Cavite, the Dr. Jose P. Rizal Memorial Foundation started to construct a DR. JOSE P. RIZAL NATIONAL MEDICAL AND RESEARCH CENTER which will serve as the nucleus and national headquarters for community medical research, preventive medicine and sanitation projects in line with the medicare program of the Administration;

WHEREAS, the proposed medical center will provide an opportunity to all medical practitioners’s visit in the Balikbayan program of the Administration to know the equipment and facilities required by the Center and provide the venue for demonstration of the latest medical techniques and services among the needy of the country;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from August 1 to December 31, 1976 as a Membership and Fund Campaign for the construction and establishment of the DR. JOSE P. RIZAL NATIONAL MEDICAL AND RESEARCH CENTER.

All members of the private and government entities, instrumentalities and organizations, including the local provincial and national governments, business and industrial and civic organizations, are hereby enjoined to give full support and assistance to this medical project.1aшphi1
