[ Proclamation No. 1545, May 13, 1976 ]

AUTHORIZING THE NARCOTICS FOUNDATION OF THE PHILIPPINES, INC. TO CONDUCT A NATIONWIDE EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM MARCH 1 TO DECEMBER 31, 1976.

WHEREAS, it is the abiding concern of the Government as well as of civic-minded citizens to fight the menace of drug abuse so as to protect our youth and preserve their health and welfare;

WHEREAS, the Narcotics Foundation of the Philippines, Inc. as a private non-profit organization, needs public support in its efforts to supplement the program of the Government in the treatment, rehabilitation and after-care services of drug abusers, who are mostly school boys and girls; and

WHEREAS, the Foundation will expand its Rehabilitation Center by erecting a new building, as part of the continuing implementation of a comprehensive program against drug abuse;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Narcotics Foundation of the Philippines, Inc. to conduct a nationwide educational and fund campaign during the period from March 1 to December 31, 1976.

I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in this campaign and thus help in the rekindling of the hopes and aspirations of the youth who are victims of drug abuse, to pay their role in our society as useful citizens.

All donations and contributions to the Anti-Narcotics Educational and Fund Campaign shall be exempt from income and gift taxes, and the same shall constitute allowable deductions from the income of the donors and contributors for income tax purposes.1aшphi1
