[ Proclamation No. 1516, October 24, 1975 ]

AUTHORIZING THE PHILIPPINE ASSOCIATION FOR THE RETARDED TO CONDUCT AN EDUCATIONAL, MEMBERSHIP AND FUND DRIVE FROM NOVEMBER 1, 1975 TO APRIL 30, 1976.

WHEREAS, there are over 1 million retarded Filipinos in the country today;

WHEREAS, the problem of mental retardation is a vital concern of the Government as well as of the private sector;

WHEREAS, the Philippine Association for the Retarded is a private, non-profit agency engaged in helping the mentally retarded in becoming useful citizens of our country; and

WHEREAS, the Philippine Association for the Retarded needs the support of the public to enable it to carry out its programs of activities;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Philippine Association for the Retarded to conduct an educational, membership and fund drive from November 1, 1975 to April 30, 1976. I urge government agencies, private organizations and residents to give generously of their means to the Association to enable it to realize its objectives.
