[ Proclamation No. 1489, August 26, 1975 ]

AUTHORIZING THE PNSB FOUNDATION, INC. (PHILIPPINE NATIONAL SCHOOL FOR THE BLIND FOUNDATION, INC.) TO CONDUCT THROUGH “OPERATION SUNBEAM”, ITS FIRST GENERAL EDUCATIONAL, MEMBERSHIP, AND FUND CAMPAIGN THROUGHOUT THE PHILIPPINES FROM AUGUST 15 TO DECEMBER 31, 1975, AND ENJOINING THE GENERAL PUBLIC TO SUPPORT THE CAMPAIGN.

WHEREAS, educating the blind is expensive in our country as elsewhere, considering the special teaching needs required and the present limited facilities;

WHEREAS, the PNSB Foundation, Inc. is serving only a fraction of the total blind population of the country, but there are over 80,000 visually-impaired Filipinos, and over 100,000 needing urgent attention and the growing number of multiple-handicapped blind can no longer be ignored estimated at almost 1,000,000 Filipinos;

WHEREAS, there is an appalling dearth of available information on the psychology and education of the visually-handicapped Filipino, and that public knowledge of the blind is limited to awareness of the sightless beggars the average citizen sees on the streets;

WHEREAS, the PNSB Foundation, through “Operation Sunbeam”, aims to bring a little sunshine into the bleak and dreary lives of the blind and almost blind students of the Philippine National School for the Blind, as well as those needing attention elsewhere;

WHEREAS, this handicapped sector of our population may be small but our attention and service hereto is meaningful and rewarding;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the PNSB Foundation, Inc. to conduct, through “Operation Sunbeam”, its 1975 General Educational, Membership and Fund Campaign during the period from August 15 to December 31, 1975, throughout the Philippines, and to enjoin the general public to extend assistance to the said Foundation wherever and whenever possible, in this worthy and laudable undertaking.
