[ Proclamation No. 1488, August 25, 1975 ]

AUTHORIZING THE PARENT COUNCIL FOR THE HANDICAPPED CHILDREN TO CONDUCT AN EDUCATIONAL MEMBERSHIP AND FUND RAISING CAMPAIGN PROM SEPTEMBER 1, 1975 TO FEBRUARY 28, 1976.

WHEREAS, there are over one million handicapped Filipino children in the country today;

WHEREAS, the handicapped children such as the mentally retarded, the deaf and the hard of hearing, the speech defectives, the blind and the visually impaired, the orthopedically handicapped, the hospital hound and the children with behavior problems are a vital concern of the government as well as of the private sector;

WHEREAS, these handicapped children possess certain degrees of educability and when given the proper stimulating and enriching opportunities by our society could become assets rather than liabilities of our developing nation;

WHEREAS, the Parent Council for the Handicapped Children is an association of parents of handicapped children and other interested and civic minded citizens devoted, dedicated and actively engaged in helping rehabilitate and educate the handicapped children in becoming useful citizens of our country; and

WHEREAS, the Parent Council for the Handicapped children needs public support to enable it to carry on effectively and realistically its laudable activities;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of His Excellency, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Parent Council for the Handicapped Children to conduct an educational membership and fund drive from September 1, 1975 to February 28, 1976. I urge government agencies, private organizations and residents to give generously of their means to the council to enable it to realize its objective.
